Methodological support of state regulation of motor transport development in the region

Abstract

The article investigates the methodological support of state regulation of the development of road transport in the region. It is determined that the state regulation of transport at the regional level in market conditions is an objective necessity. It is proved that the system of such regulation should be integrated, closely related to the national transport policy and rationally structured in the distribution of functions between different authorities and priorities in the implementation of these functions. Priority of state regulation of transport should be given to such areas as: the formation of a civilized market of transport services; regulation of tariffs at the regional level; tax regulation; investment regulation; subsidization of unprofitable, but socially significant transport enterprises; indicative planning of development of the transport complex of the region; organization of monitoring of the state of the transport complex of the region.

The participation of the state in the reproduction process can be carried out in various forms. These include: direct participation in the financing of capital-intensive transport projects and programs; provision of funds on a returnable basis; implementation of investments on an open competitive basis for enterprises of all forms of ownership; introduction of state leasing for replacement and renewal of vehicles; creation of special investment funds accumulating funds of interested transport enterprises and other organizations; attraction of foreign investors to Finance major projects and programs of transport development. All these areas of investment regulation of transport are very relevant. It is also necessary to intensify efforts to attract investment for the development of the transport network.

It is proved that the methods of planning on the basis of socio-economic indicators will allow monitoring the state of road transport in the region, which is the basis of state regulation of the development of the industry, taking into account the goal at each stage.
