IMPLEMENTATION OF MEASURES FOR THE PREVENTION OF OCCUPATIONAL INJURIES AND OCCUPATIONAL DISEASES IN THE PUBLIC ADMINISTRATION SYSTEM
Abstract
The article provides a comparative analysis of accidents and occupational diseases in Ukraine for 2017-2019 rr without taking into account accidents and occupational diseases that occurred at enterprises located in settlements in the territory of which state authorities temporarily do not or do not fully carry out their credentials. The causes of occupational injuries and the occurrence of accidents at these enterprises are considered. Based on the above comparative analysis, conclusions are drawn about incomplete statistical accounting of total injuries in Ukraine and an insufficient analysis of the causes of injuries. The process of transformation of public relations in Ukraine has contributed to the establishment of the foundations of public administration as a form of public process management, provides a significant increase in the efficiency of managerial activities due to the high level of public support and the consolidation of society around common goals, it is associated with democratic values, the principles of the rule of law, respect for human dignity, equality, justice, security. The public sphere performs a number of functions, in particular: politico-cultural education of citizens; facilitating access to operational information; involvement of mechanisms of public formation of public policy. In the context of limited budgetary resources for financing health care, public-private (public-private) partnerships become one of the priority areas for the development of this sphere of public relations. The appropriateness of applying the relevant projects is due to the fact that each of the partners in this case receives tangible benefits. In particular, for the private sector it is: obtaining a guaranteed income throughout the project duration for the provision of medical services determined in advance by the state, expanding the boundaries of its activities. In turn, such motives for the public sector may include: improving the price-quality ratio of medical care in comparison with the traditional way of providing it through a state order, as well as reducing the fiscal burden on the state budget by distributing payments (if any) for implementation of the project to the private sector over a long period of time. However, the most important thing in this case is the benefit of consumers of the corresponding medical services, which, under the conditions of implementing public-private partnership projects, creates the basis for using private management technologies for the development of public administration of the quality of their provision by medical institutions and organizations.
