WAYS OF IMPROVING THE ORGANIZATIONAL AND FUNCTIONAL STRUCTURE OF BODIES OF STATE REGULATION OF AGRICULTURAL LAND USE
Abstract
The key to successful development of the agro-industrial sector is the existence of effective mechanisms for state regulation of land relations. The agrarian sector is a leading link in the Ukrainian economy, almost 90% of food needs are met by domestic producers. Ukraine is well known in the world as a major exporter of agricultural products. From December 2018 to November 2019, Ukraine exported agricultural products to the European Union to the tune of EUR 7.3 billion and remains in the top three biggest exporters in this segment [1, 2].
In Ukraine, the land management system has undergone transformations since the 1990s, but the efficiency of the land resources bodies has not increased and, on the contrary, causes misunderstanding and dissatisfaction with their work in society. Therefore, there is a need to reform the land resources bodies, in order to increase the availability of services to the population, the exercise by citizens of their constitutional rights to land, as well as the transparency of decision-making by the executive authorities in the field of land relations regulation, which will allow the country to further reveal its agrarian potential.
The article discusses ways to improve the system of land relations management, namely the reform of a specially authorized central body of executive power, which implements state policy in the field of land relations of the State Service of Ukraine for Geodesy, Cartography and Cadastre (State Geocadastre),by transferring part of the authority to local self-government bodies, establishment of the State Agency for Land Resources and Rural Development and the State Land Fund, for exercising state control over the use and protection of land, as well as for carrying out state supervision (control) of the agricultural land market, in order to prevent all kinds of corruption and speculative actions.
