THE LACK OF QUALIFIED PERSONNEL INVOLVED IN PUBLIC PROCUREMENT LEADS TO SYSTEMATIC VIOLATIONS OF THE LAW AND, AS A CONSEQUENCE, SIGNIFICANT BUDGETARY LOSSES

Abstract

Unlike large enterprises that are able to engage public procurement professionals in the work of their tender committees, city councils of small towns and villages, government agencies and institutions typically delegate these responsibilities to own employees who combine their core work with the duties of a tender committee member. The gradual professionalization of the staff of such institutions through the replacement of existing members of the tender committee by public procurement professionals is an effective means of solving this problem.

The most promising area of development of the public procurement system is to clarify the mechanisms of training and professional development of personnel for this sphere of economic relations (introduction of appropriate programs in the programs of study of higher education institutions, improvement of training of personnel working in the field of public procurement).
An important area of improvement in public procurement is the introduction of marketing research practices. Conducting market research allows purchasers to obtain information on the number of manufacturers and suppliers of goods being purchased, to get acquainted with their quality characteristics and prices prevailing on the market in advance, and to enable the competitive bidding committee to make more substantive documentation regarding the subject of the procurement.

Managing the public procurement system requires effective information support. One way to improve the public procurement system is to introduce an electronic system of public procurement management, which will significantly increase the transparency and effectiveness of competitive procurement procedures, as well as reduce the negative impact of bureaucracy, protectionism and subjectivity in the selection of winners.
