THE CONTENT OF CORRUPTION IN PUBLIC AUTHORITIES: THEORETICAL ASPECT
Abstract
It is proved that corruption undermines the confidence of the population in power, violates the basic principles of law, justice and equality before the law, fair competition, responsibility for crimes, causes the growth of the shadow economy and the state’s position in the world community. It is noted that a thorough study of problematic issues of corruption in public authorities is impossible without a theoretical definition of the basics of public administration, in general, and the specifics of the functioning of mechanisms of public administration, in particular. Such theoretical aspects include the study of the basic principles of public administration process, including the conceptual and categorical apparatus. That is, it is necessary to define the basic concepts of public administration, their relationship and structure. It is noted that the definition of the mechanism has been defined in many branches of science through a multifaceted understanding of its essence. For the structural-functional approach to the definition of the category “mechanism”, the characteristic feature is the dynamic movement of a certain object in real time. According to the second approach, this concept is defined as a set of components that form the basis for the organization of certain processes and phenomena.
It is substantiated that one of the first scientists to propose a generalized classification system, according to which “mechanisms of public administration” are distributed by the subject of government (such mechanisms used by representatives of legislative and judicial bodies of public authority, local authorities and executive authorities) and functional purpose (political, organizational, motivational, economic and legal) was O. Fedorchak.
Emphasis is placed on the fact that corruption crimes have a particularly negative impact on the growth of the state economy, which, in turn, leads to the following consequences: destruction of the state economic system, destruction of market mechanisms, development of unfair competition, significant reduction of state competitiveness, monopolization, criminalization and the development of the “shadow” economy, the disruption of property relations, which, of course, in the future, will lead to complete economic decline.
