IMPLEMENTATION OF INSTITUTIONAL PROJECTS OF THE EU EASTERN PARTNERSHIP IN THE CONTEXT OF IMPROVING PUBLIC ADMINISTRATION IN UKRAINE
Abstract
The article systematizes the principles and procedures of institutional development mechanisms, as well as models of functioning of the Twinning Administrative Offices in the Southern and Eastern regions of the ENP. In view of this, it was determined that such a mechanism uses Twinning projects, TAIEX activities and the SIGMA program. It is established that the system for managing the resources of the EU assistance, which can be decentralized and centralized, as well as the model of functioning of the Administrative Office of the Twinning program are decisive for the effective implementation of these mechanisms. In the course of the research it was established that the institution of institution building is being implemented in Ukraine, namely Twinning projects, TAIEX measures and SIGMA program. It is shown that in Ukraine these mechanisms are implemented within the centralized system of management of EU aid resources, which limits interference in project financial management and selection of partners from EU member states.
It was found that today Ukraine is not ready to introduce a decentralized system due to shortcomings in budget planning and non-transparency of public financial management. In case of its introduction in the system of management of EU funds of Ukraine, it is advisable to develop a preparatory stage for a decentralized management system of EU assistance resources, which will ensure an independent audit of Ukraine’s external assistance management system and in accordance with its results. stages of its implementation. The Twinning Administrative Office, which provides advice to central executive bodies on Twinning projects and TAIEX activities, reports to the National Civil Service Agency of Ukraine, which, as a result of administrative reform, does not have sufficient authority to ensure the full functioning of the office implementation of mechanisms of institutional development.
In order to increase the efficiency of the use of institutional development mechanisms, two recommendations have been developed. The first is that in the case of the introduction of a decentralized management system of EU aid resources in Ukraine, it is necessary to develop a preparatory stage that will ensure an independent audit of Ukraine’s external assistance management system and, based on its results, a responsible state institution. stages of its implementation. The second recommendation envisages the introduction of a model of functioning of the Administrative Office of the Twinning program, according to which it will be subordinated to the Administration of the President of Ukraine.
