REGULATORY PRINCIPLES PUBLIC ADMINISTRATION OF SECONDARY EDUCATION IN MODERN CONDITIONS
Abstract
The authors analyzes regulatory principles public administration of secondary education in modern conditions. It is found that in relation reform of the territorial organization of power and the reform of education most of the powers in the process of managing general secondary education institutions are transferred to local governments. The founders of general secondary education institutions located in settlements, except for cities of regional significance and united territorial communities formed under the Law of Ukraine “On Voluntary Association of Territorial Communities”, are mostly district councils, and the management of such institutions is delegated to the relevant district state administrations. Due to the decrease in the number of administrative-territorial units of the subregional level (districts) the founders of almost half of the institutions of general secondary education of the Kharkiv region cease their activity, a similar situation arises with the governing bodies of these institutions. The Laws of Ukraine “On Local Self-Government in Ukraine”, “On Local State Administrations”, “On complete general secondary education” do not fully reflect the changes in the management of secondary education that have occurred as a result reform of the territorial organization of power.
Recommended the measures to legislative regulation of the powers of local governments at various levels and executive bodies in the management of general secondary education institutions: 1) legislatively determine the mechanisms of further functioning of general secondary education institutions, the founders of which were district councils, which were liquidated as a result of the entry into force of the resolution of the Verkhovna Rada of Ukraine of July 17, 2020 № 807-IX; 2) formed proposals for laws about organization of registration of school and preschool children; formation of a network of primary and basic secondary education and their reorganization; transportation of students to primary and basic secondary education, etc.
