AREAS OF IMPROVEMENT AND TACTICAL RESPONSE TO CHANGES CAUSED BY COVID-19 PANDEMIC TO EXTERNAL CONDITIONS OF SOCIAL PROTECTION SYSTEM
Abstract
In the context of external changes and the consequences of the coronavirus pandemic, tactical regulation and rapid government response to the exacerbation of socio-economic problems is extremely important. Ensuring high-quality social protection of the population is the main task of the state in the course of economic development and providing the people’s livelihood.
The science of public administration has significant achievements in the field of the regulation of social protection. However, in the conditions of modern changes and globalization processes, measures of social policy and immediate prevention of today’s threats require a thorough research.
The strict quarantine measures aimed to limit the spread of the virus have a negative impact on the country’s economy and social security. According to forecasts, the poverty rate of the population of Ukraine at the end of 2020 will amount to 45%. The problem of eradicating poverty is one of the most acute in the socio-economic sphere. The labor market analysis shows the dynamics of increasing the number of unemployed.
The country’s unpreparedness for possible emergencies causes a social crisis in society. Since the introduction of quarantine restrictions in Ukraine, a number of regulatory measures have been proposed to ensure a decent standard of living and adequate social protection. Most of the implemented state regulation measures are based on the economic and tax and organizational administrative mechanisms, but not all of these measures proved effective.
Foreign countries are actively implementing innovative measures to support the economy and the population during the Covid-19 pandemic. The main directions of the state regulation in the world’s most advanced countries are: employment support, social and public-health security, assistance to citizens in difficult living conditions caused by the coronavirus pandemic and quarantine. Based on the international experience, effective measures to support the citizens have been identified, and measures to improve state regulation in the field of social protection have been proposed.
