INTRODUCING THE GENDER EQUALITY STANDARDS IN THE FRAMEWORK OF THE PUBLIC ADMINISTRATION MODERNIZATION AND THE PARLIAMENTARY REFORM IMPLEMENTATION

Abstract

The article provides a deep analysis of the issues related to the development and further implementation of the gender equality standards in the activity of the State bodies. It is justified that these issues become extremely important in the framework of the public administration modernization and the parliamentary reform implementation in Ukraine. It is also pointed the reasons of the appearance of the gender policy and its historical evolution as well as the experiences of other foreign countries (in particular, EU countries) in its practical implementation. It is highlighted “gender” as a system of values designed by the society and supported by the different social institutions. It is also a number of norms and characteristics of men/ and women behavior, lifestyle and mode of thinking, roles and relations of men and women obtained within the socialization process. “Gender” is determined by the social, political, economic, culture contexts. It also points out the vision about men and women, taking into consideration their sex. It is noted that “gender” is a complex notion and there are different definitions in the scientific literature. At the same, the most appropriate definition for us is the following: “gender” is the policy of the equal rights and opportunities for men and women as well as the activity on creating mechanisms for its realization. In this regard, it is stressed that the gender equality is also equal legal status of women and men as well as equal opportunities for its realization. It allows the possibility for the representatives of both sexes to have equal right regarding their participation in all spheres of the public life. Taking into account the above-mentioned, it is analyzed the State mechanism for ensuring gender equality as a well-structured system of the international, national, regional and local organizational structures (of public or civiс importance) focused on the consolidation of the gender equality principles in all spheres of the public life and the practical implementation of the developed gender strategies (according to the defined objectives of the State gender policy). At the same time, it is explained that the realization of the institutional mechanisms of the constitutional principal of the equality between men and women represents an important tool for gender approach integration in all spheres of the State policy. On the basis of the conducted research, it is presented the practical recommendations regarding further implementation of the gender equality standards in the activity of the State bodies (in particular, Verkhovna Rada of Ukraine and its Secretariat), taking into account the main goals of the parliamentary reform and the parliamentary reform in general
