State Policy of Stimulating the Development of a Green Economy
Abstract
The essence of scienti c approaches to the interpretation of the basic concepts of the concept of “development” and “sustainable development” is considered, as well as the main directions of state
policy in the eld of green economy are de ned. It is noted that localization can provide development of a highly innovative green economy. It is substantiated that in the modern functional environment constructive methodological decisions on the transformation of the traditional branch format into a network organization of the economy on the basis of the theory of competitive cooperation are increasingly deserving attention. It is determined that the task of state regulation will be precisely to stimulate development and comprehensive support for the development of green clusters, which are able to change the structure of the economy into an innovative one. Creating green cluster structures will accelerate the introduction of “green” technologies in all areas of human life. The concept of a green cluster, as an institution of post-industrial information economy, should become an instrument for managing an innovative green economy based on the localization and integration necessary for the effective use of the bene ts of globalization and informatization. Intersectoral and interregional integration, and not exclusively sectoral, technological and cooperative division of labor, determine in today’s conditions the competitiveness of the economic system. By itself, the cluster, as a socio-economic institute, compensates for the growing level of uncertainty in
social processes that grows in a globalized world, creates a speci c information space that forms economic actors with new motivations, and develops a multi-vector of economic space. The purpose
of its creation should be not to maximize the pro t of its participants, but to create conditions and prerequisites, organizational and social opportunities for the development of the modern green
economy, harmonization of interests of the cluster participants. A generalization is made that the main provisions of the green economy are extremely progressive, they are aimed not only at
improving the environment but also improving the standard of living of people.
