Пастка імітаційної модернізації: асиметрія європейського цифрового регулювання та механізми пуб-лічного управління цифровою трансформацією соціально-економічної системи України
Анотація
У статті досліджено парадоксальний характер цифрової трансформації соціально-економічної системи України в контексті європеїзації цифрового врядування. Обґрунтовано твердження, що Україна опинилася в пастці імітаційної модернізації, для якої характерні поверхове відтворення стандартів Європейського Союзу та запровадження вітринних цифрових сервісів за відсутності належної інституційної спроможності, що, своєю чергою, посилює структурні диспропорції та цифрову стратифікацію. Метою дослідження є теоретичне й методологічне пояснення механізму «подвійної імітації» під час трансферу регуляторних моделей ЄС (GDPR, AI Act, DORA, DSA/DMA, Data Act, eIDAS) до українського контексту та його наслідків для різних підсистем соціально-економічної системи. Методологічну основу становлять системний, інституційно-когнітивний і порівняльний підходи, критичний аналіз політики, кейс-стаді цифрових платформ, а також розроблена автором матриця якісних індикаторів «подвійної імітації».
На основі синтезу емпіричних даних з європейського та українського контекстів показано, що кожен елемент цифрового регулювання зазнає двох рівнів викривлення: у державах-членах ЄС – через бюрократизацію та домінування логіки комплаєнсу, в Україні – через декларативний характер норм і слабкість механізмів їх виконання. Показано, що наслідком цього є фрагментація цифрового простору на ізольовані анклави, поглиблення цифрового розриву, прекаріатизація зайнятості та посилення монополізації ринків. Наукова новизна полягає в концептуалізації пастки «подвійної імітації» як ключового ризику периферійної цифрової модернізації та в обґрунтуванні матриці якісних індикаторів для її діагностики.
Практичне значення отриманих результатів полягає у закладенні підґрунтя для переходу від проєктно орієнтованої до системної моделі публічного управління цифровою трансформацією, зорієнтованої на інклюзивність, цифрові права та посилення національної інституційної спроможності.
