Геном режиму управління: аналітичний каркас для порівняння систем державного управління
Анотація
Стаття пропонує операційний синтез чотирьох теоретичних традицій – аристотелівської типології режимів, теореми неможливості Ерроу та теореми Кондорсе про журі, теорії легітимності (Вебера, Істона, Ліпсета) та мережевого закону Меткалфа – у єдиній формалізованій моделі систем управління. Центральним конструктом є «геном режиму» – восьмипараметричний вектор, що кількісно описує інформаційно-управлінські властивості системи. Термін «геном» використовується в цій статті як метафора для позначення мінімально достатнього набору параметрів; власне генетичне моделювання є предметом наступних публікацій. На основі геному виводиться мультиплікативна функція якості рішень Q та система звичайних диференціальних рівнянь (ЗДР) для динаміки суспільного розвитку S(t) і «помилкового боргу» D(t). Аналітично встановлено стаціонарний стан D* = (1−ε)·E₀/ε. Особливу увагу приділено практичній діагностиці систем управління: наведено проксі-індикатори для оцінки параметрів, діагностичну таблицю, «тест горизонту» для оцінки ефективності залежно від часового горизонту, шість практичних правил для реформ та антирекомендації. Стаття містить емпіричну ілюстрацію на прикладі децентралізації в Україні.
