Formation of public policy instruments in the context of globalization changes
Abstract
The article examines the essence, evolution, features of the formation and application of public policy instruments in the context of globalization changes, and proposes approaches to their improvement. It is found that the combination of traditional (laws, taxes) with new flexible public policy instruments (behavioral, digital and collaborative) has an impact on the transformation of the public administration system. At the same time, the reliability of the public administration system is based on strategies of flexibility and resilience, which makes it possible to withstand, adapt and quickly recover from global shocks, crises and multidimensional threats.
It is established that globalization contributes to the spread of universal management standards, principles of good governance, openness, accountability and citizen participation. At the same time, it puts forward new requirements for policy implementation tools, which should ensure rapid adaptation to changes in the external environment and take into account international experience, and is also based on the principles of partnership, decentralization, digitalization and result orientation.
It is substantiated that further modernization of public policy tools in the context of global changes will involve the implementation of new technological solutions that will allow the creation of sustainable communication platforms, ensure the ability to quickly adapt to changes and be proactive in predicting crisis phenomena using Big Data analysis and artificial intelligence.
