Соціальний захист населення України на рівні територіальної громади.
Анотація
У статті досліджено актуальні питання забезпечення реалізації соціального захисту населення на рівні територіальної громади. Актуальність дослідження обумовлена збільшенням кількості соціально вразливих категорій населення під час військової агресії російської федерації, необхідністю забезпечення соціальних гарантій, розширенням спектра соціальних послуг, передачею значної кількості повноважень у сфері соціального захисту на місцевий рівень, зменшенням частки державного бюджету на забезпечення соціальних прав громадян.
Авторами здійснено аналіз нормативно-правового забезпечення із застосуванням порівняльно-правового методу, а також практики реалізації соціальної політики на рівні територіальної громади м. Харкова на прикладі системної роботи одного з управлінь міської ради. Досліджено конкретні інституційні, фінансові, організаційні інструменти забезпечення реалізації соціальної політики в громаді.
На основі аналізу виконання Програми сприяння безпечній життєдіяльності населення у сфері соціального захисту м. Харкова на 2021-2025 роки розроблено пропозиції щодо розвитку системи соціального захисту населення на рівні Харківської міської громади. Обґрунтовано необхідність запровадження діяльності єдиного кабінету користувачів соціальних послуг, у який буде включено реєстр з усіма отримувачами, архів раніше призначених платежів в електронній формі, статистику досягненої ефективності та набір інструментів, за якими відстежується задоволеність усіх клієнтів якістю наданих послуг. Визначено необхідність адаптації цифрових інструментів до реальних потреб користувачів (створення електронних сервісів, використання мобільних додатків). На практичному досвіді діяльності доведено необхідність формалізації участі неурядових організацій у реалізації соціальної політики на рівні громади (грантові конкурси, публічні контракти). Обґрунтовано необхідність розробки цільової програми підвищення кваліфікації кадрів системи соціального захисту.
Запропоновано напрями подальших досліджень щодо забезпечення соціального захисту на рівні територіальної громади. Вони полягають у визначенні кроків подолання адміністративних бар'єрів в мережі надавачів соціальних послуг через використання інструментів цифровізації, а також у розробці методики розширеної діагностики соціальних проблем задля визначення їх закономірностей, пошуку ефективних шляхів усунення таких проблем та економії муніципальних коштів.
