Development of participatory democracy in the context of european integration and post-conflict reconstruction of Ukraine
Abstract
The article is devoted to the study of the development of participatory democracy in Ukraine in the context of the European integration course and the post-conflict reconstruction of the country.
The relevance of the topic is because the democratic transformations that began after the Revolution of Dignity and deepened in the context of the full-scale Russian invasion create a unique context in which mechanisms for involving citizens in decision-making acquire strategic importance - both for maintaining social stability and for compliance with EU standards.
The article systematizes theoretical approaches to understanding participatory democracy in European and Ukrainian scientific thought; analyzes the regulatory framework and institutional architecture of participatory mechanisms at the regional level; and characterizes the transformation of public participation tools in the context of martial law - in particular, participatory budgeting, public assemblies, electronic petitions, and digital platforms for engagement.
Particular attention is paid to the analysis of the impact of the European integration process on the formation of state policy to support participatory democracy: the requirements of the relevant sections of the negotiation process for accession to the EU, the role of the Council of Europe Action Plan for Ukraine «Resilience, Recovery and Reconstruction» (2023–2026), and partner support of international organizations are considered. The quantitative dynamics of the participation index in territorial communities of Ukraine for 2023–2024 are studied. Based on a comparative analysis of best practices, structural imbalances in the implementation of participatory mechanisms are identified, and directions for overcoming them are proposed. Conclusions are formulated regarding the key conditions for the effectiveness of state policy for the development of participatory democracy in the post-conflict context and the prospects for adapting European experience to Ukrainian realities.
