Abstract

The article examines the regulatory, legal and organisational support for the implementation of state policy on the training of healthcare managers in conditions of transformation. The purpose of the article is to substantiate organisational and methodological approaches to the formation of a modern system for training healthcare managers and ways to improve its effectiveness based on an analysis of the existing body of regulations concerning the definition of qualification characteristics and requirements for categories of managers at various levels of healthcare system management under conditions of transformation.

It is substantiated that in the current socio-economic conditions, the head of an industry management body or healthcare institution should not only be an organiser, but also have managerial or legal training within the field of 04 ‘Business, Administration and Law’ in accordance with the detailed field of the International Standard Classification of Education ISCED-F 2013. It is noted that it is necessary to define new requirements for industry managers, depending on the functions for which a particular specialist is being trained, taking into account the acquisition of a set of necessary knowledge in the field of modern management, economics, law and psychology, security, information technology and communications, which are mastered during special professional training, taking into account industry specifics.

It is proposed to adopt a national programme for the development of human resources in the healthcare system, as well as to establish a scientific and methodological association for the training of healthcare managers based on leading higher education institutions that offer educational programmes in specialities whose subject area relates to management and administration in accordance with the detailed field of the International Standard Classification of Education ISCED-F 2013.
