Cultural resource as an active tool for socio-economic development of territorial communities
Abstract
The article examines the peculiarities of the socio-economic development of territorial communities after the completion of the reform of decentralization of power in the country and the full-scale invasion of Russian troops into the territory of Ukraine. It was determined that the settlement of inter-budgetary relations as a result of the decentralization reform opened up new opportunities for regions and territorial communities in the formation of local budgets and economic development. Threats and challenges to the security and economy of territorial communities of Ukraine as a result of Russian aggression indicate the need for local self-government bodies to implement changes and approaches to the formation of local budgets and economic growth.
It was established that the successful implementation of local development strategies of territorial communities depends on the effective use of available resources and opportunities, as well as the ability of territorial communities to manage investment and innovation activities. The use of a specific form of cooperation - the cluster model of the economy, will provide an opportunity to develop small and medium-sized businesses in rural communities, entrepreneurship and creative industries in urban communities, which will allow creating new jobs, concentrating and using funds for the development of innovations.
The importance of attracting "cultural resources" for the socio-economic development of territorial communities and the problem of using the components of a cultural resource to create a positive image of a capable community are substantiated. Unlike urban communities, most territorial communities in rural areas do not have a high level of business activity and have a low level of socio-economic development. The use of the existing tourist and recreational, natural and cultural-historical potential will allow the transformation of depressed territories, turning them into financially prosperous and culturally and economically developed territories. It is noted that the effective development of the community directly depends on the correct use of the cultural resource and the competence of the management of local self-government bodies and employees of the cultural sector. The implementation of creative ideas, the creation of a new cultural product that is sold is a strategic potential for the economic development of territorial communities, and also contributes to their sustainable and complex growth.
