Public governance of national security: detection and neutralization of collaboration activities in a hybrid war

Abstract

The article explores current challenges of public governance in the context of ensuring Ukraine’s national security under conditions of hybrid warfare, with a particular focus on the detection and neutralization of collaboration activities. The author analyzes the regulatory framework, practical implementation of anti-collaboration mechanisms, and institutional approaches to countering internal security threats. The study examines the role of state authorities, local self-government, security forces, and civil society in identifying collaboration practices and establishing cross-sectoral cooperation. Special attention is given to the importance of communication policy, digital monitoring tools, and a comprehensive national security strategy. Key challenges are identified, including legal uncertainty, political sensitivity of accountability issues, and insufficient coordination among governmental bodies. Based on the analysis, the article provides recommendations for improving public governance mechanisms to enable a more effective response to collaboration threats in the context of hybrid warfare.
