Development of methods of state policy for the development of innovative activity as a factor of competitiveness of industrial enterprises

Abstract

The article examines the problem of developing methods of state policy for the development of innovative activity as a key factor in increasing the competitiveness of industrial enterprises. The emphasis is on the need to modernize the national economy by activating innovation processes in industry. It is substantiated that state policy should act not only as a regulator, but also as an active stimulator of innovative activity capable of providing sustainable competitive advantages. The content of the concept of "innovative activity" in the context of the competitiveness of enterprises is clarified, a classification of its types and methods of influence of state policy is developed. Factors that form the innovative culture of enterprises are identified: the culture of working conditions, professional motivation of personnel, economic support for development and management innovation policy. The author's classification of state policy methods is proposed according to the characteristics of personnel management, the duration of the management cycle and decision-making methods. The principles of effective influence of state policy on the innovative development of enterprises are determined: strategic focus, systematicity, continuity, flexibility, environmental safety, personnel stimulation and intellectual security. The necessity of preventing the stage of degradation of innovative activity is substantiated, which can be achieved through proactive management influence. Prospects for further research are related to the verification of the proposed methods, adaptation of policy models to industry specifics and expansion of the interdisciplinary approach in assessing innovative activity.
