Systematization of scientific approaches to define the essence of the concept of «innovation in public governance»

Abstract

The article systematizes the scientific views on the interpretation of the essence of the concept of «innovation» and summarizes modern approaches to its definition in innovative activity in public administration.

The author is installed, that according to the functional scientific approach, «innovation» is considered as a «new function of production», from the scientific – as a «new direction of activity», from synthetic – as «the culprit of the effective development of production», from static – like a «product», from dynamic – like a «process», with etymological – as «the art of providing resources with new opportunities for creating values», from commercial to «new quality», with transformational – like a «constant update».

It has been proven that «innovation in public administration» is the basic category of the concept of «innovative activity in public administration» and is defined as any change, which increases the competitiveness of innovation entities, characterized by new (improved) product (goods, service, method, technology, organizational and technical solution of the production, administrative, of a commercial or other nature) created on the basis of innovation (new idea) to achieve a specific goal or effect.

The essence of the concept of «innovative activity in public administration» as the interaction of public administration entities in the implementation of innovative activities in order to obtain effects has been clarified (economic, ecological, social and others) from introducing a new one (improved) product (services, method, technology, organizational and managerial decision) created on the basis of innovation (new idea) which can be introduced into any area of society.
