State policy in the field of energy efficiency and energy saving as a strategic direction of development of Ukraine

Abstract

The article defines that recently energy saving and energy efficiency have become one of the strategic directions for the development of the national economy, and also proves the need to apply appropriate mechanisms and tools for implementing state policy in this area. Energy saving is part of the general policy of the state for resource conservation, which in a market economy is aimed at rational and economical use of mineral resources in order to achieve sustainable development of the national economy. The main energy saving measures in various sectors of the national economy are described. The analysis of models of state energy saving policy in foreign countries is carried out. The problems of formation and implementation of state programs in this area are identified and the directions of their solution in Ukraine are described. The issues of creating legal, organizational, and economic support for the formation of the state policy on energy saving are considered.

Improving the energy efficiency of the economy is provided within the framework of the main components of the state energy policy – rational subsurface use, development of domestic markets, effective foreign energy policy in the global and macro-regional context. The implementation of such an energy policy requires a system of legal, administrative and economic measures that encourage efficient use of energy.

Analysis of models of the state energy saving policy has shown that in foreign countries and in Ukraine there is a significant interest in improving energy efficiency in industry. States have done significant work to create legislative, financial and ideological platforms for energy efficiency.

The introduction of energy-efficient technologies and the implementation of investment projects, as well as international cooperation in this direction, provide the basis for optimistic forecasts for the development of the Ukrainian economy. It is also necessary to turn to the use of alternative energy sources that are inexhaustible and environmentally friendly.

The adoption of a set of measures to improve energy efficiency will be an important step towards building a competitive Ukrainian industry and taking its leading positions in the global economy. The rise of the energy industry, which leads to the recovery of the economy as a whole, forms a full-fledged innovative state policy, thereby improving the image of Ukraine in the international arena.
