Механізми громадської участі у забезпеченні кризового управління процесами повоєнної відбудови на основі цифрових технологій
Анотація
Стаття присвячена обґрунтуванню методологічних засад дослідження цифрових механізмів громадської участі в кризовому управлінні повоєнною відбудовою України. Автор розглядає ці механізми як складні соціотехнічні системи, що поєднують інституційний, технологічний і соціальний виміри. Застосовуючи системний підхід, дослідження висвітлює взаємодію компонентів е-партисипації в турбулентному середовищі післявоєнного часу. Інституційна оптика дозволяє проаналізувати формальні та неформальні «правила гри», які структурують простір онлайн-демократії. Партисипаторний фокус ставить у центр уваги роль громадян як співтворців політики відновлення і реконструкції. Мережевий ракурс підкреслює горизонтальний, колаборативний характер цифрової комунікації стейкхолдерів. Особливу увагу приділено потенціалу децентралізованих інформаційних платформ (блокчейн, ДАО) у синергії з великими даними та штучним інтелектом. На прикладі зарубіжних кейсів проілюстровано специфіку е-залучення громадян у післявоєнних умовах. На основі цього запропоновано концептуальну модель цифрової екосистеми громадської участі в реаліях повоєнної України (Rebuild Ukraine e-Participation Ecosystem, RUEP). Окреслено перспективи й виклики її впровадження на найближчі роки. Методологія дослідження інтегрує загальнонаукові підходи, спеціальні методи аналізу цифрової партисипації, крос-дисциплінарний та крос-культурний ракурси. Стаття може бути цікавою для дослідників е-демократії, практиків публічного управління, громадських активістів.
