Класифікація чинників, що впливають на формування та розвиток соціальної інфраструктури
Анотація
Здійснено класифікацію чинників формування та розвитку соціальної інфраструктури регіону за певними критеріями: походженням, характером, напрямком, тривалістю, керованістю, рівнем виникнення, значущістю, направленістю, наслідками. За походженням виділено дві основні групи чинників – природно-географічні та суспільні з подальшим їх поділом на ієрархічні одиниці нижчого порядку, а саме підгрупи факторів: економічних, соціальних, демографічних, політичних, правових, управлінських, фінансових, інноваційних, містобудівних, інфраструктурних, культурних, особистісних. Розглянуто їхню специфіку, а саме: сутність, склад, особливості впливу, значення тощо.
Природно-географічні фактори включають: геологічну будову, рельєф, ґрунтовий покрив, поверхневі та підземні води, клімат, рослинний і тваринний світ, корисні копалини та інші природні ресурси. Ця група факторів суттєво впливає на формування певних стандартів способу життя та визначає особливості розміщення об’єктів соціальної інфраструктури. Серед економічних факторів виділяються такі: соціально-економічний розвиток регіону, рівень і структура зайнятості населення, диференціація грошових доходів, рівень споживання товарів і послуг. До підгрупи соціальних факторів відносимо: особливості побуту, розподіл населення за професіями, обсяг і спосіб використання вільного часу тощо. Чисельність населення, природний і механічний рух, статево-вікова структура, співвідношення міських та сільських жителів, частка населення працездатного віку і т. ін. становить підгрупу демографічних факторів. На вибір пріоритетів розвитку соціальної інфраструктури істотно впливають політичні фактори. Правові чинники мають велику вагу в регулюванні діяльності соціально-інфраструктурних об’єктів. При визначенні орієнтирів і розробці програм регіонального розвитку вирішальними є управлінські фактори. Підгрупа інноваційних факторів пов’язана з науково-технічним прогресом. Містобудівні фактори впливають на розміщення, тип і масштаб соціальної інфраструктури. Під інфраструктурними факторами розуміють стан наявної інфраструктури регіону. Підгрупа культурних факторів формує систему духовно-моральних цінностей суспільства, його звичаї та традиції. Особистісні фактори пов’язані з особливостями кожної окремої людини. Усі чинники характеризуються певним впливом на територію та повинні бути враховані при плануванні розвитку соціальної інфраструктури.
