Abstract

The article is devoted to the study of certain areas of state policy in the field of maintenance and upbringing of orphans and children deprived of parental care, through reforming the institutional care system and development of alternative forms of placement of orphans and children deprived of parental care. The author substantiated the need to reform the institutional care system and the priority of replacing this method of placement of children deprived of parental care with alternative forms of family education, which will ensure the formation of human-oriented public policy, according to which the child, his rights and interests are fundamental. The strategic result of the implementation of such a policy will be the formation of "human capital" as a fundamental component of modern society of the Ukrainian state.
