Structural and functional model of the management system of the processes in providing the population with essential goods

Abstract

One of the important problems for the population of Ukraine is the availability of food, food and non-food goods and services, without which a person cannot manage in the modern civilized world. Improving the lives of the population is a concern of a wide range of scholars and practitioners of the past and present. The analysis of scientific works indicates that the issue of ensuring the proper standard of living of the population is a concern of scientists of different spheres of life and scientific directions: in the economic sphere, in the sphere of ensuring the vital activity of the population, public administration, etc., and requires the consolidation and coherence of actions of all stakeholders. The works of well-known scholars of economic science such as J. Keynes, A. Marshall, V. Pareto, F. Perr, D. Ricardo, P. Samuelson, and A. Smith are devoted to this important issue. The economic aspect of this problem was investigated by: V. Andriychuk, V. Galushko, P. Gaidzutsky, O. Hudzinsky, B. Kvasnyuk, S. Kvasha, S. Kiselev, P. Sabluk and many others. It should be noted that the economic direction has a wide range of complexities. Such experts as P. Borschevsky, Y. Bilyk, B. Danylyshyn, L. Deyneko, S. Doroguntsov, S. Onisko, V. Tregobchuk L. Chernyuk and others are engaged in food security research.

The problems of providing the population of Ukraine with socially significant goods in modern conditions are revealed in the works of such Ukrainian scientists as V. Posokhov, O. Trokhimets. In the field of state-administrative component of this problem, in particular, the mechanisms of public administration, features of local self-government were studied in the works of leading domestic and foreign scientists in the field of management: V. Averyanov, G. Atamanchuk, O. Amosov, V. Bakumenko, V. Kalyuzhnyi, O. Mashkova, P. Nadolyshnyi, N. Nizhnik, L. Prikhodchenko, M. Popov, R. Rudnitskaya, S. Sakhanenko and many others. At the same time, the aforementioned scientific works are narrow-minded and require generalization regarding the provision of essential goods to the population (hereinafter – EGs).

In the article using the conceptual approach of L. Golyshev in solving the general problem of synthesis (construction) of the strategic management system of a dynamic object of high complexity, the current system of management in providing the population of EGs is analyzed, the reasons of its low efficiency are given and suggestions and ways to improve governance in the field are given.

Any task, including ensuring the population with EGs, which is an integral part of the social function of the state, is solved using the state system of government. Considering that each of the functions of public administration is a certain type of managerial influence, which permeates the whole structure of the state apparatus and is common, typical for a certain subsystem or several subsystems, this is the role played by the state apparatus to exert appropriate influence on the social system to achieve the goals of the state.

Thus, for any control system, the final result must be generated; entities and management entities that are to fulfill the tasks of achieving the declared goal are identified, adequate resources for their activities and monitoring of the proper implementation are to be organized.

Using the above-mentioned conceptual approach, the development of a structural and functional model of the system of management of the EGs population provision is substantiated, and the main goal of managing these processes is formulated. It is aimed at fulfilling the main goal of the State Regional Development Strategy for the period up to 2020. The structural and functional model of EGs population management process presented in the article makes it possible to conclude that the current system of process management of EGs population maintenance as a whole meets the requirements for strategic management systems of dynamic objects of high complexity; has all the elements necessary for the efficiency of such systems and is an integral part of the nation-wide system of public administration. At the first level of the model are the highest bodies of the state administration, at the second level – the bodies of oblast and raion state administrations, on the third – the bodies of local self-government, as well as institutions of civil society, enterprises and the organization of various forms of ownership involved in the processes of provision of IDPs.

At the same time, the presence of dissatisfaction of the population of Ukraine with the social and economic situation, including the level of provision of EGs indicates certain problems in managing the processes of provision of EGs population, namely, the imperfection of the management mechanisms used by the current management system to achieve the goal.

Based on the latter, the author formulated a further direction of research on more thorough consideration of the mechanisms that ensure the fulfillment of the tasks assigned to the management system of the processes of providing the population with EGs.
