Implementing Quality Assessment of Personnel Management Services Performance in Public Authorities

Abstract

The paper is devoted to the issues of improving the quality and performance of personnel management services in public authorities, assessment of their work under the current conditions of reform, which gain a special importance, contributing to a greater focus on achievement of more ambitious goals in the field of personnel management, satisfaction of the professional needs and interests of employees and a more rational service organization.

It has been determined that the domestic legislative and normative legal acts do not include a clear stating of a personnel management service mission, its performance criteria and measures. This makes its impossible to determine the actual performance, affecting the quality of personnel development planning, their mastering of new competences with regard to public authorities development trends.

It is proposed to interpret the objective of personnel management service as ensuring a quality formation and effective use of staff potential in accordance with the mission and development strategy of a public authority, which should be performed by both staffing service providers (staff of personnel services) and service users and customers who are supposed to include collaborating representatives of top management and public officials, and the general public.

The expediency of using a factor-categorical approach to a comprehensive assessment of efficiency, quality and performance of personnel management services has been substantiated, which allows creating assessment models, criteria and measures according to the content of each managerial activity and its significance for the general process of service management. The criteria and measures for internal and external assessment of personnel management service have been developed, making it possible to assess the actual performance of the service, monitoring its dynamics and designing programs for its improved functioning and development.
