Mediation as a communication tool for development corporate culture of public management in the context of globalization

Abstract

The system of mediation is considered as an important component of prevention and conflicts resolution in the interaction between the authorities and the public as well as communication tool for the corporate culture development of public administration. It is determined that the institutionalization of mediation allows to expand the scope of its application: from diplomatic relations and judicial practice to different spheres of public administration.

Mediation is defined as an involuntary procedure for a conflict resolution (dispute) by negotiating the parties to the conflict (dispute) with the help of one or more mediators. The use of mediation mechanisms testifies to the high institutional development of society because it provides conflicts prevention and resolution between public authorities and civil society structures.

In the public administration system mediation plays an important role in the implementation of conflict management mechanisms in the interaction between the authorities and the public. The mechanism of mediation is defined as a set of organizational structures, specific forms and methods of mediation interaction.

In order to identify the solution to resolve and prevent conflicts between the authorities and the public there was conducted a sociological survey on the topic “Modernization of public administration bodies in Ukraine”. According to the results of this survey the key directions to increase the trust in public administration bodies is transparency of their activity and active introduction of modern information and communication technologies as well as an behavior culture improvement in the authorities.

The use of mediation mechanism as a factor of preventing and resolving conflicts in public administration in Ukraine implies an increase in the effectiveness of the organizational, legal, social, psychological and media communication of its components. The basis of social and psychological component of mediation mechanism is modern social technologies of the interaction process between representatives of the authorities and the public, as well as the relevant social and psychological competencies of both the authorities and the public.

In the context of globalization the tension in international relations is increasing and the sources of conflict interaction are expanding. The components of the mediation mechanism should be improved by expanding the communication tools of conflict management and the development of corporate culture.

Modern priorities of improving the mechanism of mediation as a communication tool for conflict management and the development of corporate culture have been formulated.

Public administration in Ukraine is at an early stage in the use of modern communication and mediation technologies for the development of corporate culture. This requires at first the empowerment of corporate media and social networks. Secondly finalization of legal documents on conflict management issues. Third, the use of traditional forms of conflict management and the expansion of innovative regional-oriented structures (mediation offices). Fourth, the introduction of regional programs for the formation of basic mediator skills.
