Abstract

By emphasizing the urgent needs of the population under martial law, the article provides an overview of the most critical aspects of social policy and the resolution of social issues arising during the war in Ukraine. The necessity for the social and legal state of Ukraine to improve political and social mechanisms within the modern paradigm of state-building under conditions of hybrid threats is clearly defined.
It is determined that the country’s economy, for its further development during martial law, significantly depends on the availability of sufficient resources, primarily human resources, the volume of which is constantly decreasing. The restoration of human resources is possible through reducing emigration and stimulating an increase in the birth rate in the country.
It is proven that in Ukraine, under conditions of hybrid threats, despite the dominance of the idea of collectivism over the idea of self-sufficiency in human consciousness, today the consciousness of the Ukrainian population is a fairly positive basis for the simultaneous formation of an individualistic, as well as a collectivist culture of Ukrainians in the process of integration into the EU.
