VALUES OF PUBLIC SERVICE: LEGAL CONSOLIDATION AND PERCEPTION BY PUBLIC SERVANTS IN UKRAINE

Abstract

The article emphasizes the role of values as motives and regulators of professional activity of a public servant, his relations in the field of public service. Presented the axiological model of public administration, which focuses on the values of democratic governance, legally enshrined in Ukraine. Shown the link between the declared values and principles of civil service and service in local self-government bodies.

On the basis of sociological data, the correspondence of value hierarchies of Ukrainian public servants to the officially declared value coordinates of public management activity is analyzed. Contradictions have been identified in the perceptions of Ukrainian civil servants about the priorities of their professional activities: bureaucratic values are preferred by Ukrainian officials over democratic values of open service to the people and the people. Еmphasized the dangers of underestimating the importance of the idea of serving one’s people and fellow citizens, which is a general value of the mission of public service in democratic countries.

Underlined the necessity to affirm democratic and moral values as key factors of moral self-regulation of the manager. It is also recommended to increase the effectiveness of the tools of the ethical infrastructure of the public service in order to enshrine in the moral consciousness of domestic employees the value matrix of democratic governance.
