The impact of the decentralization process on the implementation of family policy at the regional level

Abstract

The article provides a theoretical understanding of the impact of the decentralization process on the implementation of family policy at the regional level. The range of issues related to the implementation of the state family policy is clarified, as well as the public administration bodies to which the tasks, powers and functions they belong are determined. The concepts of the principle of subsidiarity, the main models of community development are analyzed.

Administrative and budgetary reform, initiated by the Decree of the President of Ukraine "On optimizing the system of central executive bodies", should contribute to the decentralization of public policy, increase the role and responsibility of regions, local governments for social welfare. In this regard, the processes of establishing a clear mechanism of interaction and delimitation of powers between state, regional and local levels of government in the formation and implementation of state family policy in Ukraine are becoming especially relevant.

Local governments, which are responsible to residents for creating a service infrastructure focused on different categories and needs of families and providing them with social services, have a special role in ensuring family policy on the ground, taking into account the specifics of socio-economic development, socio-demographic, socio-cultural situations and practical experience.

The institutional problems of the family can be effectively solved with the help of a specially organized system of state family policy. Its social significance is due to the specific problems of the family, the need to ensure mutual adaptation of the state and the family, increasing its role in social development, optimizing the activities of other social institutions in the interests of the family, including at the regional level.
