Conceptual approaches to essence of organizational and legal mechanism of gender policy in Ukraine

Abstract

Studies of conceptual approaches to the essence of the organizational and legal mechanism of gender policy acquire a special relevance in the context of the administrative reform, the European integration course of Ukraine, democratic state-formation, and building of civil society institutions.

The paper analyzes the elaborations of the Ukrainian scholars in the field of classification of gender policy mechanisms.

The application of the institutional approach has made it possible to define the mechanism for ensuring gender equality as institutional governmental and parliamentary structures which are created to promote the empowerment of women and a full realization of women’s rights.

From the perspective of using the structural and functional approach, researchers regard the organizational and legal mechanism of gender policy to be a total of management units which are placed in strict subordination, providing a relationship between the management and controlled systems, based on a set of techniques and means of legal influence.

  1. Honiukova, I. Hrytsai, N. Hrytsiak, T. Melnyk consider it necessary to refer civil society institutions to the components of the organizational and legal mechanism of gender policy, since the equal rights and opportunities for women and men should be ensured through multi-sector cooperation.

Based on a comprehensive approach, the following definition of the organizational and legal mechanism of gender policy can be proposed: a total of public administration bodies and local governments operating under strict subordination within the public administration system, using multi-sector cooperation with civil society institutions on the basis of gender-sensitive legislation, aimed at resolving gender conflicts, preventing gender discrimination, overcoming gender inequality, and introducing gender democracy in society.

Further scientific research should provide justification of the application of the organizational and legal mechanism to gender policy formation and implementation.
