Main problems of implementation of information and communication technologies in the public sector

Abstract

The most effective form of government interaction with citizens in the world is the e-government system. Governments around the world have seen the successful development of e-government in the face of a comprehensive approach to planning and implementing public sector reform. That is, innovative processes in the field of information and communication technologies (hereinafter-ICT), which are usually is a part of larger-scale reforms of public administration, which envisage implementation of other important measures aimed at improving the efficiency of government, improving interaction with citizens, ensuring their participation in public administration processes, etc.

Given the fact that many countries are still characterized by low levels of human capital in high technology (hereinafter-IT), it can be argued that it is difficult to achieve a high level of trust in ICT in the public sector.

Therefore, the process of managing change and implementing ICT is complex enough in terms of organization, since it requires compromise between different actors, political will, decentralized management system, skilled human resources, adequate material and technical resources, flexible and adapted to local IT systems, sufficient financial support, loyal and motivated performers, as well as coordination between central and local authorities. These circumstances dictate the need for decisions that address the potential risks and threats. Therefore, focusing on information technology in a context where there are diverse political interests, lacking skilled and motivated performers, financial resources, equipment, etc. is inappropriate and ineffective.

Therefore, there is a need to develop a system of principles and integrated measures based on them that would ensure the successful implementation of e-government and modern ICT as its component in the public sector. This is what defines further researches in this field.
