Support for large families as a priority area of state family policy

Abstract

The main categories of families are analyzed in terms of the level of need for state aid. The institute of the family is analyzed as a social institution, a value-normative complex, by which the behavior of family members is regulated and controlled, their social roles and statuses are determined. The types of state aid to families with children have been explored. The analysis of the system of social protection of socially vulnerable families was made, the main principles of state family policy and the state of affairs in this process were investigated. The mechanisms of public administration, their priority tasks in the sphere of state family policy are analyzed.      It is determined that so-called narrow understanding of the content of family policy prevails in Ukraine, that is, the state policy towards the family is aimed at solving a specific problem, has a demographic goal and social orientation (assistance to certain categories of the population), in relation to other aspects, then they are practically not developed.   The solution of the problems of poverty is the main and topical task of Ukrainian society at the present stage. One of the main directions of poverty reduction is the introduction of a consolidated system of targeted assistance and social services. The state family policy as an integral part of the whole social policy of Ukraine and the priority direction of the Ukrainian governments activities should be pursued purposefully and carefully, in accordance with the advanced European standards and with the use of positive European and world experience in this field. It was determined that the priority task of studying the directions of implementation of the state family policy is to reform the existing system of social protection of socially vulnerable families. It is necessary to constantly improve the existing system of benefits for these categories of families, to extend the provision of social services.
