Peculiarities of personnel policy implementation at local level in Ukraine
Abstract
The theoretical analysis of approaches to HR policy implementation at the local level and systemization of preliminary studies on corporate culture were carried out. It is found that this culture is able to unite public employees to ensure holistic interrelation between public authorities and population. The following should be solved: adaptation of state HR policy to the requirements of social transformations in the direction of European integration, increase in insistence and responsibility of public employee for the quality of tasks performed; imperfection of legislation, lack of a strategy for personnel training under new conditions.
It involves scientific substantiation of HR policy and ways of its improvement, as HR policy plays an important role in development of human resources, as well as ensuring the strategic orientation of transformations at the local level without breaking the positive achievements of the team of like-minded people; it allows combining different management activities when carrying out economic, technical and social policy.
The purpose is to substantiate the approaches to HR policy implementation at the local level taking into account the factor of corporate culture as an integral part of effective HR policy; to determine the content and features of HR management in the local self-government authorities. Improvement of efficiency of the state management of the local state administration, namely: introduction of HR management methods in its activities, increase in level of professional competence of employees.
Application of HR management involves survey of needs of the institution as whole and individual departments of personnel development; assessment of personnel potential; advanced training in the institution and special educational institutions; research of labor market in the region and opportunities for attracting new employees; personnel selection, its certification and annual appraisal. The quick direction in HR transformations is to replace the whole structure under the influence of newly elected head of administration. Formation of personnel of regional state administration should be carried out through HR management system built on the matrix principle. In this case the implementation of strategic solutions of a certain direction will go through the temporary engaging of officials in solving problems. It is found that the change of human resources requires the comprehensive plan for HR development through the selection, certification, promotion and training of personnel. Creation of teams for solving certain tasks will provide flexibility to respond to new requirements arising in activity of regional state administration.
The human resourcing of local state administrations includes a set of measures implemented in practice (organizational, economic, educational) and at stages: from formation of personnel reserve to promotion of effective work of employees, professional career and dismissal, therefore, the competence and attitude of each employee to the work is one of the most important internal factors that in this article determine the effectiveness of the local state administration.
