Civic education of public servants in Ukraine in the context of global challenges and opportunities.

Abstract

The article explores the civic education of public servants in Ukraine as a tool for strengthening democratic governance in the face of global challenges, such as war, disinformation, and European integration, as well as opportunities, such as digitalization and international cooperation. The relevance of the topic is driven by the need to foster active citizenship, social cohesion, and improve the efficiency of public administration in the period of transformation of Ukrainian society. The author analyzes the role of civic education in the development of political culture, legal awareness and ethical standards of employees, emphasizing its importance for countering authoritarian tendencies and ensuring stability.
The study is based on a systematic approach and methods of literature analysis, comparative analysis with the experience of the United States, the United Kingdom, and Singapore, as well as a case study method for assessing practices in Ukraine. It is shown that civic education is fragmented due to a lack of consistency and state support, although it contributes to the adaptation of employees to crisis conditions. A comparison with international models emphasizes the potential of integrating digital technologies and practical competencies, such as media literacy, to improve training. Particular attention is paid to three learning paths: “about”, ‘for’, and ‘through’ democracy and human rights, which form a comprehensive competence of civil servants.
The conclusions point to the need for adaptive programs and enhanced coordination to realize the potential of civic education. Recommendations include the use of international experience and digital platforms. Prospects for further research include empirical evaluation of the effectiveness of programs and analysis of their impact on transparency of governance. The article emphasizes the strategic role of education in the development of a democratic society.
