Анотація

З’ясовано позиції та підходи до вирішення основних проблем щодо упровадження інформаційно-комунікаційних технологій у публічний сектор. Доведено, що фокусування уваги на інформаційних технологіях в умовах, коли існують різноманітні політичні інтереси, відсутні кваліфіковані та мотивовані виконавці, фінансові ресурси, обладнання тощо є недоцільним та малоефективним.
