Parliamentary control, as the basis of civilian control over the power and special structure of the state

Abstract

The article explores the specifics of the model of providing civil control over the state power structures in the United States of America and analyzes the peculiarities of constructing a counterbalance system in the country’s defense sphere in order to prevent the strengthening of the influence of security structures on the development of a democratic life of the country. The main features of the American system of civil democratic control in the USA are highlighted: effective regulatory and legal regulation of the process of its implementation; the logical construction of a model of civilian control based on the system of checks and balances, as well as on the legal construction of public control through the civilian chain of command headed by the president; demanding and responsible work of the representative legislative body of the country (Congress), which constantly carries out parliamentary control, incl. through the approval of the military budget, approves the organizational structures of the army, provides social protection of servicemen and members of their families, determines the conditions and procedure for military service, salaries, etc.; the activities of the NSC under the President of the United States, which is an instrument of his administration to coordinate the policies and actions of all executive authorities with the powers to participate in the provision of national security; effective construction of the administration of the Ministry of Defense, by clearly defining the subordination and division of powers, and so on.
