Foreign experience of state management in the development of social infrastructure of cities and settlements

Abstract

The article summarizes the foreign experience of state management of the development of social infrastructure of cities and settlements. A number of productive moments which can find successful application in the Ukrainian practice of program-target management of development of social infrastructure is defined. Using the experience of different types of structural support of program-target management: by integrating the program management bodies into the existing structures of regional and municipal management; creating an external organization that participates in the development and implementation of targeted development programs. Development of strategic plans of socio-economic development of regions and municipalities as a basis for the formation of targeted programs of change management in the activities of local governments in the field of social infrastructure.

Ensuring the participation of representatives of different groups (business, education, etc.) whose interests are associated with a particular municipality and the local community in the development of targeted programs. Definition of the basic structure of the priority directions of development of social infrastructure of a particular municipality, based on the interests of the development of local communities, with the participation of businesses and organizations with creative potential, etc. Inclusion in the system of indicators of planning and monitoring of indicators showing different aspects of life of the population related to social needs, quality of life and the environment.

The use of invariant formation of the content of target programs for the development of social infrastructure of specific municipalities, manifested in the objectives, directions and program activities. Development and use of a system of criteria for assessing the validity of management of social infrastructure development in the framework of programs of socio-economic development of territories, based on the innovative orientation of the goals, their compliance are resources; the expected impact on the modernization of the social infrastructure of the regional and local economy, etc.

Despite the significant role of private enterprise in the development of social infrastructure, in most foreign countries the state plays an important role, performing coordinating functions and actively, purposefully participating in its financing. Foreign experience in the development of social infrastructure of cities and settlements from many aspects can be successfully adapted in modern Ukraine.
