Генезис формування концепту екологічної безпеки у світовій суспільно-політичній думці та політико-правовій практиці
Анотація
Здійснюється ретроспективний аналіз генезису формування концепту екологічної безпеки у світовій суспільно-політичній думці та політико-правовій практиці. Феномен екологічної безпеки розглядається як одне з найважливіших питань сьогоднішньої дійсності, що відображає вплив людської діяльності в різних галузях на навколишнє природне середовище гострою та є нагальною проблемою сучасності, що актуалізує потребу наукового осмислення явищ і процесів як глобальних екологічних змін так і безпосередньо впливу людини на стан навколишнього середовища в контексті публічного управління та регулювання процесами забезпечення екологічної безпеки національних держав та усієї світової спільноти.
Наголошується, що глобальний рівень проблем екологічної безпеки вимагає відповідного глобального реагування: осмислення, концептуалізації та вироблення відповідної планетарної стратегії й публічної політики забезпечення екологічної безпеки та інституціоналізації необхідних для реалізації такої політики міждержавних, національних та суспільних структур.
Зроблено висновок, що концепція екологічної безпеки, яка зародилася на межі ХVIII–ХХ століть, почала отримувати своє наукове й суспільно-політичне осмислення у ХХ столітті, але найбільш гостро повстала від початку третього тисячоліття, коли людство усвідомило загрозливі закономірності надалі наростаючого антропогенного шкідливого впливу на навколишнє середовище. Питання екологічної безпеки регулярно стали розглядатися на найвищому рівні конференції ООН. Проте бажаного результату поки що досягти не вдалося й «вікно можливостей» для людства все більш «звужується».
