Нові траєкторії регулювання інформаційних платформ і платформної економіки заради суспільного блага
Анотація
Стаття пропонує авторське бачення на нову для України, але не нову для західного і східного світу проблему – регулювання інформаційних платформ і платформної економіки. Метою цієї статті є критичне осмислення діючої світової практики публічного регулювання інформаційних платформ та на підставі цього – визначення нових траєкторії їх регулювання заради більшого суспільного блага і оновлення публічного управління. Стаття є продовження триваючої широкої експертної і політичної дискусії щодо того, що, як і кого регулювати у новому платформному середовищі, учасниками якого є або скоро будуть майже усі люди. Автори значну уваги приділяють огляду регуляторних проблем, практик і підходів, а зокрема – останнім європейським законам про цифрові ринки та про цифрові послуги. Ці два закони разом закріплюють новий тренд до регулювання не тільки конкуренції, а й дуже широких соціально-економічних процесів в країнах, що вже стикнулося з практичними труднощами у суспільних перетвореннях і конфліктах, а це процес точно не буде швидким.
