CRITERIA OF FORMATION AND EFFICIENCY OF REALIZATION OF STATE POLICY IN THE SPHERE OF SOCIAL PROTECTION OF PARTICIPANTS IN THE ANTITERRORIST OPERATION
Abstract
in the antiterrorist operation
Article are devoted to problems of formation and efficiency of realization of state policy in the sphere of social protection of participants of ATO. By the full and comprehensive analysis of scientific and analytical literature and separate provisions of the current legislation, the conclusion is drawn that in number of the major elements of state policy in the sphere of social protection it is necessary to carry: level of their effectiveness which can be defined on the basis of comparison of consequences of realization of state policy and degree the solution of social and economic problems; integrity of the mechanism which functions at such elements as economic, social, communicative orientation, effect of social policy. It is installed separately that practice of rehabilitation of persons who were involved in fighting at the level of the international experience should be noted that the effective systems of the organization of rendering rehabilitation and social services to the population, in particular to veterans, are built and function on the following principles: simplicity and efficiency of the organization and management; transparency and publicity; individual approach and assessment of results; equal opportunities of the choice of rehabilitation services; compliance of the organization of process of rehabilitation to physiological and psychological stages of an exit of the person from crisis; use of personal potential of each veteran.
The author it is offered in the sphere of social protection of participants of ATO to refer to criteria of formation and efficiency of realization of state policy: Criterion of “sufficiency of providing with necessary resources” as a fundamental ambush of state regulatory policy and also other criteria which indirectly define extent of effective state activity, for example justice of the rights and guarantees provided with the state; effectiveness and efficiency and also ability of the state to defend and guarantee the rights and freedoms of citizens.
It is defined that the methodical recommendations and rules of introduction of separate elements of state policy and also their efficiency have to become the following objects of research work in the specified sphere.
