EUROPEAN EXPERIENCE IN THE FORMATION OF ORGANIZATIONAL SUPPORT FOR PUBLIC ADMINISTRATION MECHANISMS IN THE FIELD OF CIVIL PROTECTION
Abstract
The article examines the European experience of forming the organizational support of public administration mechanisms in the field of civil protection for their possible practical implementation in Ukraine. It is proved that the development of integration processes between Ukraine and the European Union requires understanding of new approaches to the construction and mechanisms of implementation of both the common EU policy, as a whole, and the interaction of their individual components.
It is determined that the organization of a system of protection of people and territories from emergencies in the United Kingdom is based on the experience of realizing the salvation of people, cultural and material assets from bombing during the First and Second World Wars and the subsequent deployment of armed conflicts. This system is virtually indistinguishable from similar systems in Germany and France, the overall management of which is provided by the Ministry of the Interior through appropriate departments and an inter-ministerial planning committee that coordinates the activities of ministries and agencies.
The peculiarities of the work of the Cabinet Office Briefing Room A - COBRA, which is the highest decision-making body in the field of civil protection in the UK, are analyzed. It includes the Minister of Internal Affairs, Chiefs of Counterintelligence (MI 5), police, sectoral ministries and agencies, members of the Special Secretariat of the Cabinet of Ministers, the coordinator of the Cabinet of Ministers for Security and Intelligence, and more.
Emphasis is placed on the existence in Germany in the Federal Ministry of Internal Affairs of a centralized body, which coordinates the executive, municipal, governmental and public protection bodies of the territories, in the context of national security, which is contained in the structure of the Federal Office for Population Protection and Disaster Relief .
