Strategic communications and national content in the modern Ukrainian information policy

Abstract

The paper presents the research on the problems of theoretical and methodological and applied use of the concept of «strategic communications». The history of this topic in the world and Ukrainian legal field, science and practice is considered. In particular, among foreign researchers we name D. Anderson, T. Blakley, D. Jones, J. Lindley-French, D. Murphy, D. Psaki, K. Halahan, B. Roller, D. Vercic, who studied applied and scientific-methodical aspects of strategic communications. Among Ukrainian researchers the works of V. Horbulin, G. Pocheptsov, V. Lipkan, M. Ozhevan, O. Kushnir, D. Konik are considered. The necessity to deepen the research of the mentioned problems is determined and a number of specialized terms, related to the issues of information process management, are proposed. The importance and urgency of carrying out wide scientific and practical developments are specified, on the basis of which it is a must to build a modern system of strategic communications in Ukraine. Such a system aims at creating a vertically integrated system of state, political and public communications, which will improve the information infrastructure of the state and promote mutual understanding in society as a whole. Based on the Anthony Triangle management system, it is proposed to define the concept as national content, which in turn is divided into such types as strategic content, tactical content and operational content. It is also proposed to consider the feasibility of introducing the concept of «content factory» into the scientific practice and information management system as a technical platform on which information products are created.
