THE MODERN STATE AND FEATURES OF NATURE USAGE IN THE NATIONAL NATURAL PARKS OF UKRAINE
Abstract
The differentiation of terms «national park» and «natural park» is established on the base of principles worked out by the International Union for Conservation of Nature. Research of forming features of Ukrainian national natural parks (NNP) network gave an opportunity to establish, that on 01.01.2013 existed 46 NNP, from them 26 were created in 2009-2010. The most concentration of these (NNP) is observed on a west, and the least in the center of Ukraine. For now, expediently not to create new national natural parks, but to put in the norms of functioning already of created ones, so as majority from them do not have Project documentation that provides the differentiated mode of the use and organization of their territory. Among leading problem questions in relation to organization of work in NNP such are distinguished: submission to the different state structures, non-conformity of them to the 2th category by classification of the International Union for Conservation of Nature, belonging to different land users, using as hunting lands, as presidential residences, that are closed for scientists. In the article strategic directions are offered in relation to optimization nature usage in NNP, that consist of the improvement of normatively-legal mechanisms, development of methodical positions and practical recommendations, that will take into account a nature protection, recreational, research, cultural and educational function of these establishments, creation of the only coordinating management organ, realization of regular scientific researches, that will prevent the risks of digression of natural landscape, forming of the only GIS system of the NNP, as a base of inventory and monitoring of their resources.
