Pandemic COVID-19 as a catalyst for social changes

Abstract

The article contains an analysis of social entrepreneurship as a major segment of the development of the Ukrainian economy, management and social overheads. Social entrepreneurship is one of the important segments of the development of the Ukrainian economy and the scope of public administration, by contrast, it is social entrepreneurship (thereinafter - SE) that undergoes the most changes under the influence of environmental factors under the influence of fluctuating economic situations of today: the mutual dependence of all sectors of the economy and public administration; implementation of JFO and occupation of the Autonomous Republic of Crimea; materials escalation and supplies, as a consequence the rising cost of housing and public utilities for companies - entrepreneurs; liability for technological changes in the subject of sale or production methods; realizable price and non-price competition with commodity-based on small and medium-sized businesses; demand for ongoing and long-term finance, a major portion of which are grant scheme; the pandemic Covid-19 that it has long grown from a medical crisis to a business crisis.

Pulling power of economic uncertainty and the shortage of an effective state anti-crisis management policy on SE and socially responsible business is more significant than on corporate business, protected from additional expenditure for the development of the social sphere of Ukraine. The activities of the SE and socially responsible business are characterized by an early response to market factors, which, on the one part, leads to greater susceptibility to market trends, but, on the other part, produce long-term threats to the business, which does not have protective potential against rapid changes leading to its death.

Modern negative impacts that impinge on the development of social entrepreneurship and socially responsible business have been qualified. It is determined that social entrepreneurship and socially responsible businesses suffer most from economic uncertainty and the lack of an effective state anti-recessionary management policy during the pandemic. Social changes in the field of social entrepreneurship during COVID-19 include digital technological transformation, improvement of quality and increase of social ties, exchange of experience and ideas among incubators, accelerators of funds and support agents.
