The impact of communication in public administration on internal displacement processes: challenges and prospects
Abstract
The article examines the role of communications in public administration during crisis events. The author analyses modern research that reflects recent changes in the public’s perception of the main channels of communication with public authorities and obtaining operational information. It is determined that informing the public, along with explaining the actions taken, and promoting and strengthening institutional actions, and facilitating the discussion of ideas are the main tasks of communications in public administration. The types of digital communications that are currently widely used by public authorities are highlighted. Attention is focused on examples of effective use of digital communication channels by representatives of the international humanitarian community, including the use of social media. It is found that the effectiveness of communication interaction with internally displaced persons depends on the development of information strategies that meet the specifics of each phase of the crisis situation, as well as on ensuring the integrity and accuracy of information. It is noted that an appropriate communication process in the public administration system is a key to maintaining an adequate level of public awareness in a crisis. It is emphasized that effective crisis communications allow the authorities to respond promptly to challenges, familiarize the population with important information and receive feedback from the public. The author analyses the experience of other countries of using the social media. Initiatives to improve communication interaction between public authorities, humanitarian organisations and internally displaced persons in the context of long-term systemic crises are presented.
