Directions for improving the mechanisms of implementation of state policy on drugs in ukraine: medical and social aspect.
Abstract
The article substantiates the theoretical and legal foundations and develops practical recommendations for improving the medical and social aspects of state drug policy implementation in Ukraine, drawing on international experience. It analyzes global drug policy practices, emphasizing the need for Ukraine to adapt modern approaches, particularly the decriminalization of drug use and reduced penalties for consumers, as practiced in the European Union and other countries. The study highlights the necessity of refining Ukraine’s drug policy mechanisms for EU integration, including adopting the proposed Drug Policy Strategy by 2030, incorporating best international practices, strengthening human rights, and protecting vulnerable groups.
It has been identified that an important area for improving the mechanisms of state drug policy implementation in Ukraine includes preventive measures, addiction treatment, the development of rehabilitation programs, and the need for their enhancement. A critical aspect is defining the role of social services and non-governmental organizations in supporting individuals with addiction, along with designing effective youth education and prevention programs to promote healthy lifestyles as key strategies against drug abuse. Successful policy implementation requires a comprehensive intersectoral approach and collaboration among government bodies, NGOs, and international partners.
It has been established that promoting a healthy lifestyle policy reduces non-communicable diseases, particularly through the prevention of psychoactive substance (PAS) use, which is essential for preserving public health. International experience demonstrates that preventive measures, such as school, workplace, and community programs, are effective in combating drug addiction. Ukraine should integrate international practices into its policies, focusing on healthy lifestyles and harm reduction measures for drugs, while adapting them to national conditions.
