Ensuring the process of state property management in the system of property relations.

Abstract

The study revealed that the economic reforms of the Ukrainian economy were accompanied by a number of changes in the structure of state property relations, among which the most significant are: a significant decrease in the share of state property in its overall structure; a number of changes in the state’s property policy regarding state property objects owned in whole (state-owned enterprises) or in part (business companies with a state share in the capital); territorial variation in the distribution of property; the prevalence of various methods of transforming property relations.
The main goal of effective state property management should be formulated as creating conditions for the stabilization and further innovative development of the Ukrainian economy. Based on a systemic approach and general principles of managing economic systems as conditions for the functioning of state property objects, the following blocks have been formulated and disclosed: financial and credit, informational, property, legal, social and organizational. Their interpretation allowed to formulate both the management decisions adopted within certain limits, and the possibilities of their implementation, and even the content of the projected impact of the functioning of state property objects.
Since property and property are different economic phenomena that imply that property is a system of relations, and property is the objects of these relations, the management of state property seems to be correctly carried out in two directions. First, the management of state property objects represented by real estate, in connection with which it is necessary to organize only at the level of state power structures a management mechanism based on market principles, taking into account the principles of investment planning. Second, the management of the activities of business entities with the participation of state property: management of blocks of shares owned by the state, as well as state enterprises.
The problem of managing state property is reduced to clarifying the economic functions of the state. There is a replacement of the concept of "state property" with such concepts as "state sector" and "public sector". There is an absolutization of the material form of wealth. The problem of institutional development of state property relations is reduced to the issue of its privatization. Gradually, not only the problem of state property management, but also the problem of socio-economic maintenance of property remains outside the scope of theoretical and practical research.
