Principles, categories, conditions of realization of public manager's linguistic and communicative competence in business discourse

Abstract

Theoretical bases of conditions of language communicative skill realization of the public manager are given. The relevance of the article is determined by the motivation of the manager's perfect mastery of the business communication culture, which is a holistic system and includes external culture, speech culture, culture of feelings and behavior, rules and procedures of business and language etiquette. It is investigated that in order to achieve the goal of business communication – successful cooperation, the communicator must learn the basic principles and categories of language resources (both verbal and nonverbal) in public speech, be familiar with the rules of logical speech and its rhetorical means, expressiveness, with the psychological basis of overcoming the speaker's state of uncertainty and anxiety.

The methodological and theoretical basis of the article are the fundamental provisions of information theory, mass communication theory, management theory, as well as the achievements of domestic and foreign scholars on the basics of language communication and public communication problems.

Emphasis is placed on the fact that the influence of language communication in business discourse is ensured by adherence to language-communicative principles of speech influence: speech perfection (complementarity), achievement of the set goal (teleology), variability, principles of accessibility, associativity, sensibility, expressiveness, intensity and expressiveness. Verbal and nonverbal means that affect the effectiveness and efficiency of business interaction.

It is proved that the success of public managers' linguistic and communicative competence in various fields is determined by the general high cultural, educational, professional level and perfect use of the state language, knowledge of verbal and nonverbal as the main means of linguistic influence in communication and their congruence, compliance basic principles, categories and conditions of speech communication in all forms and genres of business communication.
