Financing the development of the educational sphere of Ukraine as a mechanism of its state regulation

Abstract

The article lists the main types of education enshrined in the Law "On Education". The main problematic aspects of financing the education sector of Ukraine in modern conditions are also considered. The financing of the educational sphere is responsible for the quality of its material and technical base and its financial mechanism of state regulation comes to the fore. Emphasis is placed on the need to increase teachers' salaries and depreciate their work compared to other European countries. The insufficient capacity of the Ukrainian education system to provide quality modern educational services and, in this connection, the need to attract foreign investment and grant funds for the development of Ukrainian education is pointed out. There is a discrepancy between the real capabilities of the educational system and the current level of knowledge that must be provided by world standards. Due to outdated equipment, lack of repair of educational buildings, rejection of innovative methods of teaching, the educational system of Ukraine has become unable to provide quality educational services. In Ukraine, compared to European countries, the teaching profession is extremely devalued, so, of course, in the field of education there is a shortage of qualified workers ready to provide quality educational services. The analysis of financing of the educational sphere on years for 10 years which is uneven is given. According to the government's plan for 2020-2021, education will receive 17.6% of gross domestic product. Currently, Ukraine is undergoing a number of changes in the educational process, its financing, the introduction of new technologies and more. The situation in the field of education is gradually improving, but it is not enough. Due to the economic crisis and debt, Ukraine cannot allocate sufficient funds for the development of education. According to 2019 data, Ukraine was on the 45th place in the ranking of expenditures on education among the countries of the world. Now the main goal of the country's leadership is to ensure constant, stable funding in this area. Ukraine's education requires foreign investment and grant funds, and the government is currently pursuing an active international policy to seek additional funding. This will significantly improve the state of the Ukrainian education sector. If Ukraine is still able to attract foreign investment, the education sector (at all its levels) will face positive changes, as it is currently one of the priority areas of public life.
